DMA can only be used to migrate Data when the server was upgraded. It cannot be used to migrate Phone and User information after the upgrade is complete. AFAIK, there is no tool available to migrate Data from CallManager 4.x to 5.x after the installation/upgrade is complete.
Also, do note that the only restore option available with CM 5.x is using DRS which is an inbuilt tool used to backup and restore CallManager 5.x. For more information on DRS, please refer:
