Not sure how you cannot find the file!
If you search for dblhelper you get trillions of hits on the subject and plenty of them have the file, just look at this one:
https://supportforums.cisco.com/message/1110345#1110345
It's the 7th hit if you try to search for DBLHELPER in NetPro, the name says it all.

Hi,
I had already searched the file as specified by you in the path in Publisher but could not find. That is the reason, I posted a message in NetPro.
If u could provide me the file ,it would be great.

The file is already in a lot of older posts, just use the search box and type dblhelper to find it.
Speaking of which, PLEASE SEARCH NETPRO FOR ANSWERS before posting.

Hi
I have executed the DBHelper on publisher. We have a cluster of 4 CCM version 4.2(3). In the status of 2 subs shows "All jobs are waiting to start". Is this normal behavior? All the servers are shown in green. We are facing multiple issues like phones are registering every now and then, phone are loosing there personalized settings like ringtones and we ARE able to add the duplicate mac-address of phones.
