Dial plan not working on subscriber

Guys,

Have a CUCM Cluster configured with a Pub and a Sub.

We have version 1.1.2 (3.1.2 if you download it, but shows as 1.1.2) installed of the spanish dial plan.

The subscriber refuses to use it.  If you dial out on a phone registered with the sub, it doesnt match any patterns, and you get "your call cannot be completed as dialled"

If you dial out on a phone registered with the pub, it goes through fine.

BOTH Servers have the dial plan installed, and show it as installed under "dial plan installer" When you browse to them.

I tried uninstalling the dial plan, restarting the CUCM service, and reinstalling the COP File and dial plan and restarting the call manager service again but it didnt work

In fact, even if you uninstall the dial plan from both servers and restart the call manager service, you can still make calls out of the publisher, it seems to call manager is stuck with the dial plan installed and will not allow you to do anything with it.

Has anyone had this before?
