regions define which codec will be used between other regions and are used at the device pool level
the location is used for Call Admission Control to set a max BW that can be used for calls (to and from this location towards other locations), this is usually used over WAN connections where only a limited amount of calls can be done due to BW restrictions
they work together as for the max BW you need to know the codec you will use.
ie
if you will use G711 and want 5 calls you need to calculate
80 kbps (rtp stream + layer 2 overhead) * 2 * 5 = 800 kbps
if you're going to use G729 it's 20 kbps per stream (2 streams per call)
