Don't get users voicemail when called from main site

I have 2 sites main CME remote UC520. both use their own cue but there is 3 digit dialing between sites which works fine. when i call a remote users ext from main site and he does not answer it does not go to his mailbox. I just get a busy. Voicemail does work with the remote office itself.

From an IP Phone if you hit your message button does voicemail answer?

In CallManager express do the voicemail ports show registered?

post the following:

show version

show run

show telephony-service
