During heavy call volume "You have reached a non working number"

We have Verizon SIP and have been experiencing extremely high call volume. During this time, our routers are overwhelmed and we have high CPU utilization. Our callers are getting the message:

"You have reached a non working number'

Is this a result of what our router is/is not sending the carrier?

If so, how can we get the carrier to send a busy signal?
