E1 PRI Back to Back Layer2 cannot be established

Hi,

I have a problem about connecting two routers with E1 pri back to back.

The Layer 1 is Ok

but the Layer 2 is not OK. and there is no alarm

It always receive bad frame.

What can be the error ?

this is my configuration :

First router :

isdn switch-type pri-net5

controller E1 1/0

framing NO-CRC4

pri-group timeslots 1-31

interface Serial1/0:15

no ip address

encapsulation hdlc

isdn switch-type primary-net5

isdn incoming-voice voice

no cdp enable

============

The second router :

controller E1 0/1/1

framing NO-CRC4

clock source internal

pri-group timeslots 1-31 service mgcp

!

interface Serial0/1/1:15

no ip address

encapsulation hdlc

isdn switch-type primary-net5

isdn incoming-voice voice

isdn bind-l3 ccm-manager

no cdp enable

On one router, you need:

isdn protocol-emulate network.
