I built a 8106 Audio Server (MP-8106-60IP-C/MP-MA-4) running MeetingPlace 5.4 talking via H323 to CallManager 4.1(3)SR3d. One user with a 7961 SCCP Phone Load 8.0(4.0) states he is hearing echo when he joins a meeting. How do I troubleshoot echo via MeetingPlace administration? He hasn't complained of any PSTN or 7961 to 7961 echo.

For voice quality issue, a simple question to ask in a meeting when someone complain about voice quality issue is, Who did not hear the problem, in this case, who did not hear the echo. MeetingPlace never sent the voice receive from a user back to that same user. So, the user that introduce the voice problem usually do not hear the problem.
Another way is to mute each user until the problem disappeared. The last mute you did is most likely the user that caused the issue.
