I can see this issue is over 2 years old. Have you got any reply or answer from anywhere else? I have a very similar issue were users join a Cisco Webex session and use the call me feature. Receiving the call on a Cisco IP Phone which is registered with a CUCME 2851 ISR, the user is prompted to press 1 to join thr conference then the call is disconnected once the user presses 1. The Debug ISDN Q931 shows it is a normal call clearing. The debug voip ccapi inout shows the same results as yours. I believe the reason of the problem is that the Cisco Phone is using SCCP and it is sending the digit 1 out of band while the digit in this case needs to be sent in band.
