EVM-HD-8FXS/DID- analog phone could not take the inbound call

We ran analog line issue at Sao Paulo, Brazil  office, we have EVM-HD-8FXS/DID module installed in the 3845 voice gateway, and use MGCP to talk to Cisco CUCM Ver 6.1 server, and have analog phone/polycom conference phone and fax machines connect to it.
The analog phone could make call IP phone, IP phone show the caller ID from UNKNOWN ( with caller-id enable or voice port). but IP phone could not call the analog phone. there is not CSS issue.
When IP phone call analog phone, ip phone hears the ringback,  and "show voice port 3/0/7" shows the port is ringing, but actual analog phone is not ring.
but when analog phone call the IP phone, and during the voice session, the port still show as idle and ON-hook.
Would you please help.

Is there another analog port that is off-hook during this time? This almost sounds like the phone is not connected to that port. This would also explain why the analog phone does not ring on an inbound call.

Yes, indeed, the field tech plug the distribution patch panel to the wrong EVM-HD-8FXS/DID module, everything works after correcting the cabling issue.
