Does TAPS and Cisco Extended services still work the same in CM 4.2

I have downloaded Extended Services 3.4 on to CallManager 4.2 download the taps plug-in run the both (no install errors) when I go through the setup of Extended services I enter in my jtapi username and password- then start the engine. The JTAPI service will not become active and on CM I see this error

Error: kCtiProviderOpenFailure - CTI application failed to open provider

CTIconnectionId: 28

Reason code.: -1932787616

IPAddress:

App ID: Cisco CTIManager

Cluster ID: CISCOCM-Cluster

Node ID: CISCOCM

Explanation: Application is unable to open provider.

Recommended Action: Check the reason code and correct the problem. Restart CTIManager if problem persists.

DIRECTORY_LOGIN_FAILED= 0x8CCC0060;

Reset tapsuser password.

Tried resetting the tapsuser password from CM 3 times still get the same error.
