I'm doing my first install which will have three sites and roughly 500 phones. Customer wants to run to run SRTP. I read that with SRTP, autoregistration can't be enabled. Is an appropriate way around to simply setup all phones via BAT (dummy mac) then used TAPS to get correct MAC in CCM. Then after all phones are setup, at that poing go ahead and configure security? If not can someone give a recommendation as to easiest way to get phones setup and ultimatly have SRTP running.

Unfortunatelly TAPS will not work as it requires the phones to auto-register.
Your best bet would be to use BAT :-(
Or you could configure CM without security initally, then TAPS all phones and then enable security and use BAT to make changes to the phone security setting.

auto registration can be enable with SRST,
since you are setting up a 500 phones BAT/TAp is the next correct decision for setting up multiple phone, I suggest that you use tap. this way you can register the user to each phones and there number.
this all depends on the way your install has been set up, and the deliverables.
SRST
Create an SRST reference. (Optional)
a. From any page in Cisco CallManager, click System and SRST.
b. On the Find and List SRST References page, click Add a New SRST Reference.
c. On the SRST Reference Configuration page, enter a name in the SRST Reference Name field and
the IP address of the Cisco SRST router in the IP Address field.
d. Click Insert.
Step 2 Apply an SRST reference or the default gateway to one or more device pools.
a. From any page in Cisco CallManager, click System and Device Pool.
b. On the Device Pool Configuration page, click on the desired device pool icon.
c. On the Device Pool Configuration page, select an SRST reference or ?Use Default Gateway? from
the SRST Reference field?s menu.

call-manager-fallback
alias 1 1000 to 1000 preference 1 cfw 2000 timeout 10
max-dn 10 preference 2 (max phones supportted in SRST)
call-forward busy 3000
call-forward noan 3000 timeout 10
after you have the phones all registered with TAPS or BATS
