Force user to select line to pull dial tone

I am running CallManager 6.1.3.  I have received a few 7931 phones for testing.  Is there a way to force an end user to pick a line in order to pull dial tone?  In other words I don't want them to get a dial tone just by taking the phone off of the cradle.  I want to force them to pick an unused line.

It's built into the phone's firmware that when the phone goes offhook it will select line 1, sorry no workaround on the 7931.
