FXS port utilization exceeded threshold

Hi, We use a VG224 Analogue Box with Call Manager 4.1. This is configured up with 24 ports. We monitor with Netiq and the threshold for PortUtilisation is set to 80%. We are receiving 'FXS port utilization exceeded threshold'. Can any one define this message I have looked and can't find an explanation.

FXS port utilization exceeded threshold is the Upper threshold on the number of active FXS ports, expressed as a percentage of total FXS ports configured on the Cisco Unified CallManager platform.
