I know that the maximun ttl for an ip phone to get registered in a ccm is 150 ms, but for a gateway to register in ccm is the same time?

what happen if the time is like 400 ms from gateway to ccm?

Hi, the 150ms round trip delay applies for both the IP phones and Gateways. This is to guarentee toll voice quality and to minimize delay. Anything higher than 200 and you could be looking at poor voice quality.
