H.323 phone with no ringback tone

I have a phone that is hanging off of a FXS card in a 1751 router. The phone is configured in the call manager as a h.323 client. This phone was working before I upgraded the call manager to version 4.1.3 from version 3.3.2. Now when I call the phone from a VoIP phone, I get no ringback tone. The phone still works and two way conversion sounds perfect. My question is, what changed in version 4.1.3 that made H.323 respond differently? Has anyone experienced a similar problem?

I have resolved the problem with the command voice call send-alert. Once this command was entered in global config mode, the ringback tone started working.
