we are note getting a stable connection at call initialization. We hear one ring on our end, then the call dies. about 30-40 secs later it rings again and we can answer the call. all of the callers say there is dead silence when they dial, they think the call didn't go through, so then hang up and try a second time.
This site has only FXO ports and is running H.323
any ideas ?

Check h323 bind command in GW,
In CCM check proper IP address...
Any firewall in between ?
Make sure dial-peers and plar commands are configured properly, can you attach your config and debug voice ccapi ino and debug vpm signal

I thought about the bind command too.
I'm not sure if we have a firewall, I will have to confirm that

The outgoing dial-peer is 2
the incoming one is the 900
In CCM for that GW and IP Phone which region is configured? GW should be announcing both
G711 or G729
Cal disconnection is 16 normal call clearing
Can you disable G722 codec and send me also CCM detailed trace?

I was checking the GW config and the codec G722 is not configured. or where do you want me to go to disable ghe G722 codec ?

most probably goga refers to the enterprise parameter:
Advertise G.722 Codec
