H323 SRST Dial-Peer Configuration

Our gateways are currently configured with H323 (no MGCP) and I am working on the dial peer design for the fail over scenario. Do I need a final dial peer with the lowest preference pointed at the ip address of the interface that is bound to H323? My instict says yes, but I am having difficulty finding documentation to support that thought. I added it in the template and I am being asked why I need the final dial peer. In the past I have always put this dial peer in. Any thoughts?

No, there is no need for a dial peer pointed to a local IP address. You simply need dial peers pointed to the port(s) used for PSTN connectivity.
