HI there,
Rather than trying to decode the HEX, it'd be much more easier if u can grab following
debugs for one failed call attempt:
deb voip ccapi inout
deb h225 asn1
deb h245 asn1
Pl. specify calling/called# and call direction.

Panasonic is sending h225 Release Complete with cause (88 - Incompatible Destination)
in response to the setup from Cisco UC5xx:
00939: Oct 7 17:40:19.381: //47/C93B47A6806B/CCAPI/cc_api_call_disconnected:
Call Entry(Responsed=TRUE, Cause Value=88, Retry Count=0)
Not sure what's going on the Panasonic end, but try following on the IOS/UC......
cut-n-paste following at global config prompt (conf t)
voice service voip
no supplementary-service h450.2
no supplementary-service h450.3
h323
h245 tunnel disable
h245 caps mode restricted
