“High Traffic – Call Failed”

We have an intermittent issue with our lines at a location , both on a Cisco phone  and more infrequently on the IPC System.We had IPC out to test, and today  we took 2 hours to test and change ports, change cables, and we were unable to  verify that it was the IPC system. This being said,would like to mention that we have been  getting errors when trying to dial out, such as dead air and then a fast busy on  the Cisco phone, and complete dead air on the Turret. This usually happens at the  peak of the trading day when traffic is at peak, and rarely if at all after 6PM.  Yesterday however got a message on my Cisco phone display that stated “High  Traffic – Call Failed” when the user got the fast busy. This was the first time that it has has occured.
