how is the Syntax ?

copy tftp flash or copy tftp system:/its or ??

can I use the CME-Locale-de_DE-7.0.1.1.tar with UC520 8.04 relase ?

Extract all locales to flash (archive tar)

Configure also files with tftp-server, even if documentation  says is not necessary.

Yes you can use CME locales with UC5xx.
