Yes this will work!
You can create a site-to-site VPN from the 800 to the UC520 and put the IP of the CME(UC520) as option 150 in the DHCP configuration at the remote site. You should also be able to ping the UC520 from a PC at the remote site.
If you work with 3G on one site, be aware that some provider use NAT and only give private IPs to the 3G devices. In this case you need to make sure that the remote site initial the VPN to the UC520.
