How do you block a phone from receiving inbound calls

We have a lobby phone that we want users to not be able to get inbound calls. What would be the quickest and easiest way to accomplish this?

The best way to do this would be to assign a Partition on the Phone/DN such that it is not available under my Calling Search Space (CSS). Therefore whens someone is trying to call this number would not be able to do it. For information about how to configure Partition and CSS , please refer:
