How do we know this? or it's just a "license"?

Hi, this is a licensed feature. On the router itself, type show version and this should show you what version of IOS you're running and from here you can ascertain if SRST is available. Or, you could just type call-manager-fallback on your router, if it allows you to do this then your router can be configured for SRST. For an example SRST config check out this link:

Applications and Migration to Cisco Unified SRST
Customers who initially deploy or purchase a Cisco Unified CallManager Express (CME) solution, the CME Feature License includes a provision to use the feature license for Cisco Unified Survivable Remote Site Telephony (SRST) mode without an additional charge or re-licensing to Cisco. Customers only need to re-configure the router for Cisco Unified SRST mode.
