I started configuring an ephone to one identifier and decided to change to use another. So initially I associated the mac of the phone with ephone-14. The phone registered and then I decided I wanted to change the mac to another ephone (say ephone 24). Although I had turned off physical phone - CME would not let me associate the MAC with a new ephone thinking ephone 14 was still in existance even though I had deleted it from the running and startup config. "show ephone" revealed that CME was still seeing ephone 14 albeit being in "DECEASED" mode. How do you clear this entry without rebooting the entire CME router?

You can try this:
telephony-service
no auto-reg-ephone
no ephone
ephone
telephony-service
auto-reg-ephone

I may not get a chance to test this out before PTO. But that definitely sounds like the right track. Thanks Nick.
