How to add hardware media rescource on CUCM.

In CUCM, all above 3 are configre by ip address

XCODER and CFB on IOS ALWAYS use DSPs, so they're HW.
MTPs can be either SW or HW on IOS. Either they use DSPs or CPU/Memory from the ISR.
That MTP config already mentions what kind it is.

I saw in cucm that mac address option while adding media resources. whats this???
Lets say if if any of the above media resources are not registered in call manager, then that site cant used these resources to use them. I means to say if site A media resources (CFB is not registered due to any case) then Site A users cannot make conferencing with Site B ?

I would strongly recommend you to fully review the SRND media resources chapter before anything else.
How MRG and MRGLs is explained there and that addresses your question.
Short answer: just as if a phone is not registered you cannot call it, if a media resource is not registered it's useless. That is addressed via MRGL/MRG but for that you need to review the SRND.
Whether to use MAC address or not depends on where the resources are, you can find the explanation by reviewing the CUCM help.
