How to create restriction codes on ip phones?

Hi all,

  My scenario is something like this: In my company i have "Cisco call manager express" i have 20 ip phones in which one is in guest room, i want to restrict only that single phone with access code while making international calls, meanwhile, only Manager can make international calls with that phone, so only manager will have that access code no one can make international calls.

How i can configure this scenario? please help me.
