Hello,
I need to dial a number for an offnet call and transfer immediately the call to an internal phone without waiting for the called party to answer or to be connected.
Is this possibile?
(The operator need to dial a number and immediately transfer the call to an internal user without waiting for the call to be estabilished or for the called party to answer)
CUCM 7.1.5
I tried with normal transfer soft button but in this case the transfer function is enabled only when the called phone rings or answer.

You are missing, as the OP clearly explained, that since the call is not connected yet, it cannot be transferred.
Legagy PBXs allow to do allow that, exactly for the reason OP has exposed above.
To my knowledge, that is not possible with CUCM. The operator will have to talk the person on which behalf is baking the call, then perform a blind transfer to the new number.

HI ,
You can do that using Blind Transfer (doesn't require to get the call connected before transfer).
Consult transfer is the one which will keep the caller(1st user) on hold, once call established between the 2nd and the 3rd user than only the 1st user call gets transferred.

Blind transfer doesn't apply in this case. The OP wants to allow the calling party to do the transfer during the alerting (or ring out) stage of the call. I am pretty certain CUCM does not allow transfer during call setup.

I do not believe this is possible. At least, not without involving some middleware component (you see this type of app with predictive dialers).

It's not possible using transfer buttons as the button isa not enabled till the second call is not estabilished.
Is it possible doing this using some function as join (conference or similar)?

No it's just not possible, during ring out your only choices are: end call, enable call back or DND.
In CUCM you can only do that AFTER the called party has answered the call.

It's a very bad problem, operator is used to dial a public number and then blindy transfer the call to another use without waiting for the answer. now he is obliged to wait for an answer with a big time wasting and he is very angry, isn't there any other way to do this?
