Is there a simple way to configure Unity Connection to transfer all calls to voicemail starting at 12 noon and ending at 1 pm?

Doing that, in my opinion, is easier using TOD in CUCM than in CUC

You can do TOD routing on CUCM side, basically crate time period/schedule and assign to new partition, add the same DN as the phone to this partition via i.e. CTI Route point, make sure this CTI RP DN is set to call forward all to VM ,and list this new partition above the phone partition in every CSS the phone partition is assigned to.

To add another, if you want to send all calls to a particular mailbox you can configure a new voice mail profile and add the mailbox DN (where you want to transfer all calls) to "Voice Mail Box MASK".
Add this new VM profile to CTI Route Point DN as Chris suggested.
The Voice Mail Box MASK could also be a call handler saying "hey we are closed here"
