How to use COR in CME to deny any PSTN incoming call to a certain phon?????

I wanna know how to block an PSTN incoming call to a certain phone.

For example, Phone with Ext. 1000 can make any outbound call , but block any pstn incoming call from reaching this phone.

BTW, without using translation rule, configure CME such that all outbound calls

through PSTN will show the same number, such as 9197684000. how to make it?????

Pls help me do it according to the beloing configuration.
