I all,
My customer recently bought IP Phones 8941 but I can´t register this phone yet.
CUCM version : 8.0.3
IP Phone 8941 firmware :
cmterm-8941_8945-sccp.9-3-2-11.cop Active
cmterm-894x-qed.9-2-2-0.cop Active
cmterm-894x-sccp.9-2-2-0.cop
The IP Phone load the firmware, but isn´t registered in the CUCM.

Are you sure you're pointing to the right TFTP??
The error clearly says it cannot download the config file.
Try removing and adding the phone again.

Hi JAVA,
The tftp is Ok and is obtained by dhcp.
I think that the problem is associated a security, ctl file, trust list etc.

Hi Silva,
Can u try uploading the device pack first and upload firmware 9.3(1) first ? This would require server reboot.

try DOwngrading the firmware to 8.x or 7.x series... it will work.

How obtain firmware 8.X

As it was mentioned by Aman you must install device pack before upgrading 8941 FW
"The Cisco IP Phone 8941 and 8945 support a new "secure by default" feature from 9.3(1) onwards, which requires devpack 8.0.3(24049)/8.5.1(14070)/8.6.2(22030) or higher installed on 8.x Cisco Unified Communications Manager before phones are upgraded to Firmware Release 9.3(2)SR1. If the correct devpack is not installed first, the phones cannot successfully register to the Cisco Unified Communications Manager!!! "

this means all the 8941 phones won't be working. Try loading Device pack first and then,firmware.

Have got this problem too. Just Reset Security settings in Phone menu. Solved problem for me.
