I/O errors on IVR system

We're seeing intermittent errors between an IVR and a Web service appliance. Can someone tell me what the following output may mean and where to begin troubleshooting this issue?

Error: I/O error while decoding a request or response. , Most recent read returned 536 bytes. , We were expecting 804 more bytes , to reach the Content-Length of 1340 bytes. : Read timed out IDP Rule: 'Invalid HTTP Message', IDP Group 'System Group', Associated Policy: System, Triggered 1 time(s) on Request, Policy: IvrMemberService-Proxy-1.0.0, Client IP: x.x.x.x, User: ivrapp. Decoding of request failed: Read timed out
