ICMP "port unreachable" message seen during cleardown

I have an H.323 gateway with CUCM6. When the calls to the gateway clear, both ends send ICMP "port unreachable" messages. I can't get a trace on it at the moment to get any more info. Is it likely that the remaining voice packets are hitting the router from the phone after the call has cleared at a signalling level? Are there any ways to fix this?
