% in voice translations

What does the % do in the below translations?

Router(config-translate)#Rule 0 ^.% 00 national national

Router(config-translate)#Rule 1 ^.% 000 international international

Router(config-translate)#Rule 2 ^.% 0 subscriber subscriber

There are obsolete, you should use voice translation-profile and rules.
