Integrating Unity Connection 9 with CUCM 9 via Skinny issue

I am unable to integrate via skinny CUC 9 into CUCM 9 - the Unity voice port never registers in CUCM . If I run the port group test in Unity I get the following error : Failure reason: ErrorCannotEstablishWinsockConnection. connectToServer(142.164.100.11:2000)->0x80045A03 . I have tried ver 9.0 ( 9.0.1.100000-5 ) and 9.1  ( 9.1.1.10000-11 ) on both Unity and CUCM with the same results. If I  utilise Unity Connection 8 with CUCM 8 I do not have an issue - it works fine. I am running all the servers in a vmware environment ( ESXI 5 ).
