Inter class of service bursting

Hi

I have a customer who has an internet connection and runs voice and 1 data application over them. I am planning to use the following configuration.

class-map match-any Voice
match access-group name voip_in
match access-group name voip_out
!
!
policy-map customer_out_child
class Voice
  priority 500
policy-map customer_in_child
class Voice
  priority 500
policy-map customer_in_parent
class class-default
  shape average 1024000
  service-policy customer_in_child
policy-map customer_out_parent
class class-default
  shape average 1024000
  service-policy customer_out_child

All I am trying to achieve is to prioritize voice over the data traffic on the last mile. The path thereafter is the internet and I hence dont have any control there.

I would like to know if there is no voice, would the voice be able to use the entire pipe of 1 Mbps?

Yes. All bandwidth not otherwise consumed is available to the class-default class.
