Intercom line does not appear on 9971

In our CallManager 9.1.2 system, I was asked to setup the Intercom function for testing before a rollout in another office.  After configuring everything, I created the Intercom line appearance on the 9971s.  However, all that shows up is a blank line appearance, not text, and when pressed, the button does nothing.

Has anyone come across this before?  We're running 9-3-2 on the phones
