i have call manager 4.2(3)sr4 and international call fails, while other calls are going through.
when i use MGCP it is working fine but it doesnt work for h323.

What dial peer is being used for international calls. Can you turn on "debug voip dialpeer", make the call and post the output?

Take a debug voice ccapi inout and paste the output, also upload the show run to check your configuration.
If you are using isdn you can take a debug isdn q931 and upload the results.
