ipipgateway calls backup

dear sir,

We've 1 pub and 1 sub in our iptel environment. We've ipipgw that perform calls to different country and we have mgcp gateway that handle normal pstn calls. Please advise how to backup the ipipgw calls without any additional cost?

The ccm is version 4.1(3)sr2.

Sorry, i'm not quite sure to understand what is that you want to add redundancy and where is the ip-to-ip gateway that you mentioned. Beside, what exactly are all the router types and link presently used.
