I would like to know if recreating the manager made any difference. If not, then:
1- Use the CCMPWDchanger.exe located in c:\dcdsrvr\bin and change the password of the IPMASysuser and CCMSysuser.
2- Restart Tomcat and WWW Publishing Service
If this does not correct the issue, then,
-Please let me know if your CCM is integrated with AD or DCD.
-Upload the ACLog0.txt
