Is TEHO/LCR from a CME to a CUCM registered MGCP Endpoint possible?

Could anyone point me to a document that shows how to use a PSTN MGCP endpoint registered to a CUCM  for a breakout by a CME device which is peered to the CUCM via either h323 or SIP.

Hopefully the pic below explains better including the dial-peer at the CME.

I have already configured the dial peer to the CCM as below

!

dial-peer voice 9 voip

description outbound

destination-pattern 9T

session target ipv4: <IP of CCM Publisher>

dtmf-relay h245-alphanumeric

I also have a working Route Pattern in the CUCM to dial to PSTN via  "9.!" pointing to the MGCP endpoint via a Route List.

Currently I get the following message :

"Your call cannot be completed as dialed, please consult your directory"

Hi,

I reckon that should work OK.

On your CUCM H323 gateway page  back to the CME look at the CSS for incoming calls

Does this contain a partition that has a 9.! route pattern in it

Also does the same gateway allow all significant digits for the incoming call
