ISDN BRI Network Side Configuration of "basic-ni" Sending a Blank Alerting Message

I am trying to integrate a CME 8.6 with an ISDN device.  I have a VIC2-2BRI-NT/TE connected to it's "S" interface and the D channels of the two BRIs are up and working correctly.  The CME is emulating a basic-ni switch.  I can make calls to the device without a problem:

... but when I try to receive a call from it, I get a "Cause i = 0x80E034 - Mandatory information element missing" message.

If I switch the switch type to basic-net3, the inbound works:

What I notice is that the alerting message when in basic-ni mode is blank and not sending the "Progress Ind i = 0x8188 - In-band info or appropriate now available" message that it is supposed to be.

 

Would any one know a way to force it to send the 0x8188 message?  ... or is this a Cisco bug?
