ISDN, call processing question as per carrier

I have two cell providers and able to dial from CCM successfully but there is different ISDN call processing. one receiving 'alert' when the other 'progress' command.

why different command receiving and/or any violation the ISDN standard?

No violation. it is an area of compatibility. In this context, both alerting and progress means, "mobile subscriber reached the and the phone is ringing".

On the router you have commands to map the different PI to ringback tones if necessary.
