12.4.15T IP Base software is not "incompatible" with the PVDM2-64 DSP module. This code does not have any voice features, so the DSP and the voice cards won't be recognised and you will not be able to configure anything voice related.

Assuming you do have the correct version of code, does this have any relevance to moving the E1 card out of slot 0 into the recommended slot so PRI can be configured?

I had the same problem. It moved vwic to slot 0 and it worked.
