ISR 3925: Phone not Registered

Hello everyone .
I have a 3925 router with license:

ipbasek9
uck9
securityk9

I have to configure the IP phones 7841 and 9971 .

In the flash , there is no configuration file telephones.
Can you tell me how? because the phones do not register.

IP phones 7841 are SIP and 9971 too

thise phones can not be configured as sccp

to configure 7841 you need 15.4 ios and configure it as fast truck

on my ip phone, the status message displays: SEPXXXXXXXXX.cnf.xml not found. 

How can i resolve this issue?

You need to have IOS feature set  along with license. Licneses are RTU /honour based.
