My boss to aks for to limit calls to 3 minutes, is possible to do this?, I have call manager version 4.1

Yes, there is a maximum duration CCM parameter.
But it affects ALL calls. There is no way to just apply the setting to certain phones, ANY call made from CCM will be affected.

You can do a TCL script and run it on the Cisco Voice Gateway.
