In the TDM world there is a feature called link reconnect that when a party in the switch calls another party in the switch via 10 digit dialing through the pstn when it comes back in the switch connects the two calls and drops the outside trunks. Does this work the same way with Call Manager ?

No, Callmanager does not do this be default. You could, however, configure a translation pattern to simulate this behavior. If you had a block of DIDs in the range 234-567-89XX which matched internal extensions in the range 89XX, you could create a translation pattern that matches 9123456789XX and translate the called number to 89XX. This would keep the call from ever hitting the PSTN if directed to an internal extension.
