G'Day.
Have a 2911 router with c2900-universalk9-mz.SPA.152-4.M4.bin. Configuration for local trancoder had been already in place but is unregistered. Need your inputs regarding the issue i'm experiencing. Also, i'm configuring SIP trunking to ITSP and cannot establish both incoming and out-going calls and I think the unregistered transcoder might be one of the cause. Attached are the configurations.

Your current sccp state should show up as:
Transcoding Oper State: ACTIVE_IN_PROGRESS - Cause Code: TCP_CONN_ERROR
Active Call Manager: NONE
TCP Link Status: NOT_CONNECTED, Profile Identifier: 1
Profile Operation State : RESOURCE ALLOCATED
Application : SCCP Status : ASSOCIATION IN PROGRESS
The reason your transcoder is not registering is because you don't have the following commands under telephony-service
max-dn
max-ephone
Run these 2 commands under telephony-service and then do show sccp. It should work fine.
Thanks

The sccp and dspfarm profile config looks good, can you share the 'show sccp' output as well.
