locale failed sccp1

hello guys, i am having a problem with phones restarting on my Lan. its a cisco callmanager 7 deployment.  does anyone know why phones would be restarting and displaying Locale failed sccp1

If you are using the english language, you can ignore any locale error messages.

If the phones restart by themselves, you have a major network issue between them and CM.

guys i have just checked my callmanager using real time monitoring tool. i am getting CiscoDRFF failiure, syslogseveritymatchfound under system alert  and DBReplicationFailure under callmanager

can anyone offer suggestions
