Can a physical phone can be assigned a CLI when it dials 999 which overrides an extension mobility user CLI

So when a user dials a standard number from any phone is shows the SNR CLI  but when they dial 999/112 the CLI of the site is displayed- so emergency services knows the location

You can configure an overide of the CLI from the phone using the 'Calling Number Mask/Prefix' entries on the route pattern (or the route groups they are associated to). You would need an individual route pattern (and therefore partition and CSS) for each different CLI to be presented.

You can then ensure that route pattern is linked to the physical phone by adding it's partition to the device CSS (which does not change when users log in - just the line CSS is replaced). You would need to ensure that the route pattern on the device CSS is the longest match (i.e. a longer or equal length match is not found in the line CSS, as this would then override it).

thanks for that makes sense , what about soft phones though can we use device location i.e track by ip address and tie the ip address to a site and CLI?

That's a  little more complex.

You can use a feature called 'Device Mobility' (not to be confused with Extension Mobility or any of the 5000 products/features that Cisco call 'Mobility' these days). Basically it can apply new 'device profile' related settings such as location and device CSS based on a mapping of IP subnets to 'physical locations'. This can be used for CIPC etc, as well as wireless and wired physical handsets.

It's covered in the SRND and admin docs and there are quite a few steps to configuring it.
